Project Officer, Policy Analyst, Administrative Manager, Administrative Assistant

The Georgian Institute of Politics (GIP) is a non-profit, non-partisan think tank founded in early 2011. GIP strives to strengthen the organizational backbone of democratic institutions and promote good governance and development through policy research and advocacy in

Georgia. It also encourages public participation in civil society-building and developing democratic processes.

Currently, GIP seeks to fill the following positions:

 

  1. Project Officer

Reports to: Deputy Director and Project Coordinator

 

Key roles and responsibilities:

The project officer will provide essential support to a project, working with the Project Manager and other team members to achieve project success, as well as contribute to other organization`s activities to advance our goals.

 

Responsibilities of project officer include the following tasks:

** Assist in creating technical implementation plan;

** Implement project activities as defined by the project contract;

** Organize meetings, events and presentations in Tbilisi and regions of Georgia;

** Manage project calendar and ensure timely implementation of programs and events;

** Maintain effective communication with project stakeholders;

** Provide logistic support to project coordinator;

** Collect data for project monitoring and provide analysis for internal and donor reporting;

** Participate in project writing, and program development activities;

** Represent GIP at professional networking events.

 

Education, skills and competencies:

** University degree in political science, international relations, or other social science disciplines. MA is preferred;

** Strong understanding of project cycle, and ability to plan each project stage;

** Experience in project implementation, or coordination;

** Deep understanding of current political developments in the country and the region;

** Experience in writing project proposals is an asset;

** Fluency in Georgian and English is a must;

** Good communication skills;

** Excellent writing skills;

** High sense of responsibility;

** Ability to manage time effectively;

** Good knowledge of Microsoft Office programs.


  1. Policy Analyst

Reports to: Research Coordinator, Director.

The Policy Analyst will conduct research on policy relevant issues and contribute to advance GIP goals. We are looking for applicants with graduate-level education and professional experience in political science, international relations, or other social science disciplines.

Successful candidate has experience performing policy relevant research and a good record of publications. A writing sample may be requested.

 

Key roles and responsibilities:

** Conduct original research in the scope of GIP programs;

** Present original research at professional events in Georgia and abroad;

** Participate in strategic planning, project writing, and program development activities;

** Raise the organization`s profile by pitching and submitting articles to outside publications;

** Represent the organization at professional networking events;

** Develop and maintain relationships with external parties such as think tanks, CSOs, government bodies, political forums, academia, and the media.

 

Education, skills and competencies:

** A master`s degree in political science, international relations, or other social science disciplines. Doctoral study is preferred.

** Strong understanding of research methodologies;

** Experience in conducting research independently or with minor supervision and making valuable contributions to collaborative research projects;

** Experience in writing research reports and presenting findings to various constituencies;

** Excellent writing and analytical skills;

** Fluency in English and Georgian;

** A self-starter with a perfectionist`s eye for detail;

** A willingness to take ownership over research projects, which includes responsibility for the quality of results;

** Good verbal communication skills.


  1. Administrative Manager

Reports to: Director, Deputy Director, Finance Manager

Administrative Manager will be responsible for planning and coordinating administrative

procedures and systems at GIP, which includes managing the procurement, HR related issues

and maintaining filing system for all GIP`s projects and other documents. The Administrative Manager will be part of events organizing team and provide administrative and logistical support for Institute`s activities.

 

Key roles and responsibilities:

** Develop administrative systems, policies, and procedures at GIP;

** Ensure a safe, secure, and well-maintained working environment;

** Provide administrative and logistics support to the project teams within the projects;

** Coordinate incoming and outgoing correspondence (official letters, e-mails, phone calls,

postal, etc.) and distribute the correspondence to appropriate team members in the

organization;

** Maintain a well-organized and effective filing system for all documentation;

** Ensure the procurement procedures and their implementation are in compliance with GIP

internal policy and donor regulations;

** Serve as point of contact for managing project related financial documentation;

** Update and support implementation of GIP Personnel Policy;

** Organize travel for GIP team members;

** Perform other duties at the request of the Director/Deputy Director/Finance Manager.

Education, skills and competencies:

** At least 3 years of administrative work experience with the international donors;

** Organizational skills;

** Attention to detail;

** Administrative writing and reporting skills;

** Higher education;

** Fluency in Georgian and English is a must;

** Good communication skills.

** High sense of responsibility;

** Ability to manage time effectively;

** Good knowledge of Microsoft office programs.


  1. Administrative Assistant

Reports to: Deputy Director, Finance Manager and Administrative Manager

The Administrative and Financial Assistant will work with Finance Manager and Deputy

Director, providing administrative and financial assistance for successful implementation of

GIP`s projects, contribute to preparing financial reports for donors and audits. He/she will help ensure that all project financial transactions are processed in timely manner and backed up with necessary supporting documentation.

 

Key roles and responsibilities:

** Set up and maintain project related non-financial documentation (sign-up sheets, memos, orders, etc.);

** Assist the Deputy Director to update project work plans;

** Provide administrative and logistical support for organizing GIP events;

** Assist Finance Manager in managing accounting operations according to the Accounting/Financial Management policy of GIP;

** Prepare payments requests and ensure it`s accompanied with original legal documentation (invoice, contract, etc.) for proceeding with the payment;

** Assist the Finance Manager in preparing the organization`s monthly/quarter/annual financial reports, including reports for Georgian Tax Authority;

** Maintain a filing system for all financial documentation (cash requests, memos, approvals, numbered payment vouchers etc.);

** Keep information confidential and secure them with random database backups;

** Perform other tasks as assigned by the Finance Manager, Administrative Manager and Deputy Director.

 

Education, skills and competencies:

** Higher education, preferably in finance, accounting or related field;

** At least 2 years of similar experience, preferably in an NGO;

** Organizational skills;

** Attention to detail is a must;

** Administrative writing and financial reporting skills;

** Fluency in Georgian and English;

** Good communication skills;

** High sense of responsibility;

** Ability to manage time effectively;

** Good knowledge of Microsoft office programs, knowledge of ORIS accounting is an asset.
