GIP Director – Kornely Kakachia – participated in the conference entitled “Between Aspirations and Realities: Strengthening the Legal Framework of the OSCE,” which was held on Wednesday, July 13, 2016, in the Harnack-Haus of the Max Planck Society in Berlin.
The event aimed to provide a new impetus to the debate on the legal status and institutional framework of the Organization for Security and Cooperation in Europe (OSCE). So far, the discussions concerning the unresolved question of the organization’s legal personality have been framed by political considerations brought forward by the OSCE participating States at the high political level, and drafted by expert bodies and working groups within the organization. The aim of this conference was to open up the debate to a broader international audience, composed of international scholars and practitioners, civil society organizations and media representatives.
