Informing Ethnic Minorities about the EU funding provided to Georgia during Covid-19 Crisis

On May 8, the Georgian Institute of Politics (GIP) held an online discussion regarding EU funding provided to Georgia during the Covid-19 crisis. The discussion targeted the ethnic minorities of Samtskhe-Javakheti and Kvemo Kartli regions specifically. It aimed at informing the ethnic Azerbaijanis and Armenians about the EU’s support to Georgia and at explaining how they could benefit from this financial support equally to other citizens of Georgia.

The main language of the event was Georgian but the simultaneous translation to three languages – Azerbaijanian, Armenian and English – was provided by three different interpreters. The event was technically supported by the GIP communications team and moderated by Salome Kandelaki, manager of the the Erasmus + Jean Monnet Project “Promote and Act for Europe”. 75 people officially registered for the event and 40 people attended it except  the panelists, interpreters, and support staff, which counted overall 49 participants. 

The first panelist of the discussion was Mr. Catalin Gherman, Deputy Head of Cooperation at the EU Delegation in Georgia. In his speech, he addressed the prompt support mechanism of the EU and provided an overview of specific EU programs. He mentioned that despite the fact that the epicenter of the crisis is Europe, the EU does not forget about non-EU states and serves the principles of solidarity. Having listed the stages of the EU support provided to Georgia, he explained that the first stage of the financial support aiming at assisting the healthcare system in the country proceeded in March. The second stage of the EU support relates to socio-economic packages and the third phase includes the package which serves to ensure the macroeconomic stability in Georgia.

Taking into account the specificity of the target audience, he drew a special emphasis on regional LAGs and the support provided in the regions under the framework of the ENPARD program. He also talked about the service delivery support to the local communities and made an overview of the programs that the EU runs in support of vulnerable populations (including people with disabilities, socially vulnerable groups and etc.). After completing his speech, Mr. German shared a link of the EU Delegation in Georgia where the information about the upcoming funds as well as other relevant news that might be interesting for the ethnic minorities is available in different languages.

The second speaker of the event was Mr. David Bujiashvili, Director of the EU Assistance Coordination and Sectoral Integration Department at the Ministry of Foreign Affairs of Georgia. He highlighted the importance of EU support for Georgia and noted that the EU is one of the key donors for the country, which has reacted very fast in the time of the crisis. The same happened in 2008, after the Russian-Georgian war when the EU invested 500 000 million Euros in Georgia. He emphasized that in spite of the fact that now the crisis affected all European countries, Georgia did not remain behind the EU attention and that overall, the support of up to 427 million Euros was provided during the Covid-19 crisis. As he explained to the audience, 183 million Euros were allocated as a grant for improving socio-economic sustainability, out of which, 100 million will be transferred to the state budget and 83 will be distributed as small grants for small entrepreneurship development. Apart from this, within the EaP format, Georgia received 70 million from the EU, which will be mainly directed to the co-fundings for interest rates. Last but not least, approximately 4 million Euros will be used to fund CSOs to support their participation in decision-making and to assist social entrepreneurs..

The final panelist of the online discussion was Dr. Tinatin Akhvlediani, Researcher at CEPS’ Foreign Policy unit and Ph.D. in Economics, University of Warsaw. As she mentioned, the amount which was provided to Georgia within the EaP format is the largest among those provided for the EaP countries. This decision was conditioned  by effective utilization of grants and by the progress of implementation of the EU-Georgia Association Agreement. The debt amounting to 150 million that was provided additionally by the EU will be directed to strengthening the macro-financial sustainability of the country. Dr. Akhvlediani outlined a  very important factor that while providing the debt a memorandum is usually signed, which defines obligations including the issues of the rule of law, protection of human rights, supporting pluralism in the parliament This provides guarantees that  in the time of crisis, the focus is not solely on economic support of the state but also on such fundamental priorities as democratic governance and human rights.

The speeches were followed by few rounds of highly interactive question and answer sessions, with the multilingual attendees raising various types of issues. The key topics that the ethnic minorities from Kvemo Kartli and Samtskhe-Javakheti regions raised related to specific grant opportunities for the local CSOs and EU’s upcoming initiatives addressing agriculture. The locals also talked about the problem of access to information and were interested in new mechanisms that the EU is going to use for spreading information effectively in the future. The discussion was also held about the strategy and mechanism of money allocation according to sectoral priorities. Ethnic minorities also mentioned challenges that they faced during the Covid-19 crisis and the barriers that they came across in terms of the realization of their agricultural products within the country and beyond it. Overall, the discussion was fruitful and interesting, and, therefore, GIP and the project team plan to continue organizing discussions in this format  in the future.



2020 թվականի մայիսի 8-ին Վրաստանի քաղաքականության ինստիտուտն օնլայն քննարկում է կազմակերպել՝ ազգային փոքրամասնությունների համար, որը վերաբերում էր Եվրամիության կողմից կորոնավիրուսի ճգնաժամի պայմաններում՝ Վրաստանին հատկացված ֆինանսավորմանը: Հանդիպման նպատակը հայ և ադրբեջանցի բնակչության տեղեկացվածությունն էր` Վրաստանին տրված օգնության և այն մասին, թե ինչպես կարող են վերջիններս հավասարապես օգտվել Եվրամիության կողմից տրամադրված ֆինանսական աջակցությունից: Միջոցառումը 4 լեզվով է ընթացել` վրացերեն, անգլերեն, հայերեն և ադրբեջաներեն, ինչը ապահովված էր համապատասխան թարգմանիչների և GIP-ի կոմունիկացիայի թիմի կողմից: Օնլայն քննարկումը վարել է Էրասմուս + Ժան Մոնեի ծրագրի «Խրախուսիր և գործիր հանուն Եվրոպայի» ծրագրի ղեկավար Սալոմե Կանդելակին: Միջոցառմանը պաշտոնապես գրանցվել էր 75 մարդ, որոնցից  պանելիստներից բացի մասնակցել է  40 մարդ, և ընդհանուր առմամբ վեբինարին միացել է 49 մարդ: Հանդիպումը տեսաձայնագրվել է, որի տևողությունը 129 րոպե է:

Քննարկման առաջին զեկուցողը Կատալին Գերմանն էր` Վրաստանում Եվրամիության պատվիրակության Համագործակցության դեպարտամենտի ղեկավարի տեղակալը: Նա իր զեկույցում ուշադրություն դարձրեց Եվրամիության արագ օգնության մեխանիզմներին և խոսեց կոնկրետ ծրագրերի վերաբերյալ: Նրա խոսքով՝ էպիկենտրոնն այս պահին Եվրոպայում է, և Եվրամիությունը հավատարմորեն ծառայում է համերաշխության սկզբունքին: Եվրամիության օգնության փաթեթը 15-20 միլիոն է կազմում: Առաջին արձագանքը եղել է առողջապահական տեսանկյունից` մարտի սկզբին: Հետո, անդամ երկրների օգնությամբ ուշադրություն է դարձվել հետճգնաժամային ժամանակաշրջանին, և արդեն գործում են սոցիալական և տնտեսական փաթեթներ: Վերջին շրջանում հայտարարվել է օգնության երրորդ փաթեթը` մակրոտնտեսական կայունության համար` հանուն պետության: Նա նաև ուշադրություն դարձրեց էթնիկ փոքրամասնություններին  հետաքրքրող տեղական գործող խմբերի կողմից և Էմպարդի ծրագրի շրջանակներում տրվող օգնությանը, խոսվեց տեղական քաղաքացիական հասարակության կազմակերպությունների, նաև խոցելի խմբերի համար ուղղակի և անուղղակի օգնության (հաշմանդամություն ունեցող անձինք, սոցիալապես անապահովներ և այլն) մասին:  Գերմանը մասնակիցների հետ կիսվեց Եվրամիության պատվիրակության օնլայն հասցով, որտեղ վերջիններս տարբեր լեզուներով կարող են ծանոթանալ գրանտային ծրագրերին և այլ նորություններին:

Օնլայն միջոցառման երկրորդ բանախոսը Դավիթ Բուջիաշվիլին էր` արտաքին գործերի նախարարության` Եվրամիության աջակցության կոորդինացման և ոլորտային ինտեգրման դեպարտամենտի տնօրենը: Նա ընդգծեց, որ Եվրամիությունը Վրաստանում հիմնական դոնորներից մեկն է: Ճգնաժամային իրավիճակում Եվրամիությունն արագ է արձագանքում: 2008 թվականից հետո Վրաստանին է փոխանցվել 500 000 միլիոն եվրո: Իսկ Կորոնավիրուսի ժամակաշրջանում Վրաստանը մոտ 427 միլիոն եվրո է ստացել: Իր հերթին, այս օգնությունը նույնպես աննախադեպ է, հատկապես այն դեպքում, երբ բոլոր երկրները հավասարապես ճգնաժամի մեջ են: Վրաստանին 183 միլիոն եվրո է տրամադրվել՝ դրամաշնորհի տեսքով, ինչը պետք է ուղղվի երկրի սոցիալ-տնտեսական իրավիճակը բարելավելուն: 100 միլիոն կտրամադրվի Վրաստանի պետական բյուջեին, մնացած 83-ը` փոքր դրամաշնորհների տեսքով կտրվի փոքր բիզնեսին և կոոպերացիաներին: Արևելյան գործընկերության ծրագրի շրջանակներում մոտ 70 միլիոն կտրվի Վրաստանին և, օրինակ, կտրամադրվի տոկոսադրույքը մարելուն և այլն: Այս օգնությունը ներառում է նաև հասարակական ոլորտի համաֆինանսավորում: Մոտ 3 միլիոնը կտրամադրվի վերոնշյալին և նրանց` որոշումներ կայացնելու մեջ մասնակցության համար:

Քննարկման վերջին բանախոսը Թինաթին Ախվլեդիանին էր` Եվրոպական քաղաքականության հետազոտման կենտրոնի հետազոտող: Վերջինիս խոսքով՝ Վրաստանի համար մոբիլիզացված գումարներն ավել են Արևելյան գործընկերության այլ երկրներին տրմադրվող գումարից: Այս որոշումը կայացվել է՝ ելնելով ասոցացման համաձայնագրի կատարման և տրամադրված դրամաշնորհներն արդյունավետ իրագործելու հանգամանքից: Ինչպես նշեց Թինաթինը,  վարկը կազմում է 150 միլիոն եվրո և   տրամադրվելու է միկրոֆինանսական իրավիճակը բարելավելու համար: Նա նշեց, որ  նման գումար  տրամադրելու դեպքում կազմվում է հուշագիր, որով սահմանվում են պարտականությունները, ինչը ներառում է օրենքի գերակայություն, մարդու իրավունքների պաշտպանություն, բազմակուսակցական խորհրդարանի գաղափարի աջակցություն: Այս ամենը երաշխիքն է այն բանի, որ նույնիսկ ճգնաժամի պայմաններում ժողովրդավարության կառուցումն ու մարդու իրավունքները ետին պլան չեն ընկնի: Զեկույցներից հետո ժամանակ  հատկացվեց նաև հարց-պատասխան ձևաչափին, որտեղ ազգային փոքրամասնությունները հետաքրքրվում էին կոնկրետ դրամաշնորհներով` տեղական հասարակական կազմակերպությունների համար` Քվեմո Քարթլիում և Ջավախեթիում. Քվեմո Քարթլիում գյուղատնտեսությանը տրամադրված ֆինանսավորման, տեղեկատվության տարածման հնարավոր նոր գործիքակազմի, Եվրամիության կողմից տրամադրված գումարները բաշխելու և ընդհանրապես արտադրությունների համար տրամադրված վարկերի վերաբերյալ: Տեղացիները խոսել են նաև կորոնավիրուսով պայմանավորված սահմանափակումների մասին, ինչը խնդիրներ է ստեղծում իրենց արտադրանքը իրացնելու գործում:  Չնայած բազմալեզու միջոցառմանը, հանդիպումը բավականին ինտերակտիվ և օգտակար էր:
